I looked into this recently and I would suggest your friend contacts County directly rather than use a third party. Hunts County are able to offer the service needed (printing, embroidery etc) and are competitive on quantities.
The funny side is the accounts were recently available and we paid slightly over £29 inc VAT a shirt. Granted we needed some specialist printing it is still over the odds in my view. We used a third party in Hardwick called Sports Extra.

Had a chat with my mate and he's acytually looking to source from a contact in Mumbai. If we haven't been looking this year already (and it's late now obviously), he can do most items with 2 logos embroidered for about £15-20, even training tracksuits. He thinks it is a bit pricey, but getting stuff ready & shipped for April will cost that. A larger order with bit more time would be cheaper.
He should have some samples by this weekend, if we were interested in finding out more
